The only renewable energy that delivers steady base-load power. Utah has good geothermal resources, and the University of Utah has an excellent research institute, the EGI, which is famous world-wide for its geothermal expertise.

One policy which proved very effective is cost-shared drilling. This was in the late 1970s and early 1980s, before the time of the internet. A good resource to find information about these successful policies in the past is Annoated Geothermal Bibliography of Utah compiled by Karin E. Budding and Miriam H. Budgen, 1986.
